Regional conflict cut oil output in 2026. Total GDP fell 4.6% in Q1 and oil GDP fell 12.5%, while non-oil GDP grew 1.9%. Forecasters expected non-oil activity to weaken later in the year, so cash and stock control matter even more.
A wide business base
Kuwait has about 151,200 registered commercial entities, from sole establishments to shareholding companies.
An oil-linked economy
Oil was about 42% of GDP in Q1 2026, and government spending and projects also shape demand for many private firms.
Import and shipping costs
Disruption around the Strait of Hormuz raised import costs. Purchase cost and stock reports help you see the effect on margins.
Common company types
Options include the WLL, public or closed shareholding companies, and branches. PwC calls the WLL the most commonly used form.
Foreign ownership
Foreign ownership is generally capped at 49% in a WLL, while KDIPA approval can allow up to 100%. Check the rules for your activity.
Regional business
Suppliers in Saudi Arabia, the UAE, Bahrain and Oman operate under VAT. Multi-currency records keep regional deals clear in your KWD books.
The next reporting change for Kuwait companies
Qayd is the Ministry of Commerce and Industry's system for filing financial statements online in XBRL format. Clean books before year end will make the auditor's work easier.
Listed and regulated entities
The Capital Markets Authority's Ifsah 2 XBRL system became mandatory for its regulated entities.
Qayd optional phase
Companies have been able to file with Qayd on a voluntary basis.
Expected mandatory use
Reports describe mandatory XBRL filing and an end to paper. The first scope covers private, single-person, simple partnership and joint-stock companies.
Clean your books
Reconcile balances, tidy your ledgers, and agree the timetable and mapping with your auditor.
TallyPrime keeps the underlying accounts clean. Tagging and filing are done with your auditor or filing provider on the ministry's platform. Confirm your date and scope with them.
Low tax does not mean no tax records
What applies depends on who owns the business, its legal form and its group size.
| Item | Position at our last review |
|---|---|
| VAT | Not in force. No registration and no VAT charged. The 2026 to 2030 fiscal plan does not include it. |
| Corporate income tax | 15% on the net profits of foreign corporate bodies doing business in Kuwait. Kuwaiti and wholly GCC-owned companies are generally outside it. |
| Domestic minimum top-up tax | 15% minimum tax for large multinational groups, from 2025 tax periods under Law No. 157 of 2024. |
| Zakat | 1% of net profits for qualifying Kuwaiti shareholding companies. |
| National Labour Support Tax | 2.5% of annual net profit for listed Kuwaiti companies. |
| KFAS contribution | May apply to shareholding companies, based on profits. Check your position with your auditor. |
| 5% tax retention | Government bodies must retain 5% of contract payments until clearance is shown. Foreign firms can face retention from private customers too, and some DMTT-registered groups can be exempt. |
The IMF has recommended extending 15% corporate income tax to all domestic companies, and excise duties have been discussed. Neither is treated here as law. Confirm your position with your tax adviser.
Other rules that depend on good books
Filing and payroll records are often more urgent in Kuwait than VAT, because VAT is not yet part of the picture.
| Requirement | What to know |
|---|---|
| Audited financial statements | WLLs and other companies issue annual audited statements, generally under IFRS. The ministry is moving toward wider filing, including by sole establishments and partnerships, with enforcement proposals still being reported. |
| Wage protection | Private sector employers with five or more employees pay salaries through a local bank. Reports give the 5th of each month as the transfer deadline. |
| AS'HAL salary portal | Since 1 November 2025, salary and working hours data go through AS'HAL. Any salary reduction needs a written justification to the Public Authority for Manpower. |
| E-invoicing | We found no official mandate or start date. Standard invoices remain in use, so this is a data-quality task for now. |
Labour and filing rules can change quickly. Check current guidance from the Public Authority for Manpower and the Ministry of Commerce and Industry.

TallyPrime in Kuwait: your questions answered
Does Kuwait have VAT?
No. At our last review, Kuwait had no VAT law in force, no VAT registration and no VAT charged on goods or services. Its 2026 to 2030 fiscal plan does not include VAT, so reports do not expect it before 2028.
Is TallyPrime still useful without VAT?
Yes. Accounts, stock, receivables, payables, banking, cost centres and reports are the daily work in any Kuwait business. Your books simply run without VAT ledgers until a law requires them.
Can TallyPrime keep KWD accounts to three decimals?
Yes. We set the Kuwaiti dinar as your base currency with three decimal places for fils, so invoices and reports show amounts such as KWD 125.750.
What is Qayd, and does it affect us?
Qayd is the Ministry of Commerce and Industry's XBRL system for filing financial statements online. It has been optional since 1 January 2026, and mandatory use is expected from 1 January 2027. Check your entity type and date with your auditor.
Does TallyPrime file directly on Qayd?
We do not promise that. TallyPrime keeps the underlying accounts clean and gives your auditor reliable statements. Tagging and filing are then done with your auditor or filing provider on the ministry's platform.
Is e-invoicing mandatory in Kuwait?
No. We found no official e-invoicing mandate or announced start date at our last review. Good customer, item and invoice data will still make any later change easier.
Can you track 5% retention?
Yes. We set up ledgers and bill-wise tracking so you can see retained amounts by customer and contract until they are released. Whether retention applies to you depends on the contract and your tax status.
Can invoices be printed in Arabic?
Yes. TallyPrime can print invoices in English, Arabic or both, and its screens and reports are also available in Arabic.
Can you move our data from another system?
Yes. We review your current data, migrate what is needed into TallyPrime, and check the opening balances with you.
Can you help if we are in Kuwait and you are in Jeddah?
Yes. We work with Kuwait businesses remotely, by phone, WhatsApp and online sessions, in English and Arabic.
